Yes and no.
I will fully admit I know next to nothing of sound design and utilize presets. If you are just a hobby producer, then no, I don't think it's cheating. If you're a pro, then yes, I think it's cheating.
I eventually want to learn sound design, but at the moment I am just ignorant.

I usually go into a project by creating chords. After the chords are created, the melodies can start flowing. Basically, I write my melodies in the piano roll by using the scales of the chords as a foundation. It's hard to go wrong when you know all the notes are a part of the scale. Then from then ...
