Send MIDI from one VST instrument to another

I'm currently writing some VST plugins that act like instruments, but output MIDI to be sent to another instrument on another channel.

I just tried this out in LMMS but even when I enable MIDI Output on my plugin and set it to channel 1, and enable MIDI input on another plugin, also tuned to channel 1, the first plugin doesn't send anything to the second.

It looks like MIDI is only for controllers and external instruments. Not for connecting one instrument to another.
