I want to make an early-2000s inspired song but I don't know how to make that one particular sound that makes it an early-2000s song. Songs like Oops I Did It Again, Bye Bye Bye etc. have that sound. Max Martin used that sound a lot in his songs from the late 90s/early 00s...

In https://www.youtube.com/watch?v=CduA0TULnow how to make that short sound? See @0:48 @0:53 @0:58

Yes, thats called "An orchestral hit"
Its not easy to recreate, because it is an actual symphonic orchestra that goes BOOM on all available HW :´p
But you can find crazy many "orchestral_hit.wave" samples online. A few SF are also build to make this iconic sound (which has it origin in classic music, for suspense in opera's and huge orchestral pieces -So, Not invented to Britney :'D
I have one for .. patman :'o
You can have that, but its not tonal, so its not better than any good wave file
Heres how it sound

But there are much better wave recordings to dl.

Yop,

Don Allen created a soundfont called "timbres of heaven", and among many other interesting sounds, there is a "orchestra hit"
