No its not what known as arpeggio. It could be argued, that it is arpeggio with only one note, but it is readily known as (rough)
vibrato, and it is easy to do.
Most natual sounds will have some level of vibrato. Here this 'artist' go full in, and let the organ or accordion instrument vibrate from 0 to max volume. This how:
Most Lmms instruments has a tab named

After reading that, you should know about how to enable the LFO, then all you need is to use the
Square-wave-form, and then fiddle with the
SPD, until you get the same abrupt gargling vibrato, that the yT vid. has.
However, do experiment with the
AMT dial. You can get less or more 'gargle' in the output that way.
