Sound introducing chorus

In this music, there's a sound that happens in background in 0:10s up to 0:20s when the music chorus starts.

What's the name of this effect/sample? And how can I make it in LMMS?

That one is with resonance, any type of 'long-ish' sound, can be used in an uplifter, it is all a question of creativeness with filters and effects
