Legality of sampling audio

Is it illegal to make a track composed of short samples of video game audio or a track composed of short audio clips from a television show?
I'm sure it probably is, but what about if there is no monetization of it? Like making it for my own enjoyment, but also making it available online for my friends to hear.
From what I understand, taking short clips from a song and including it in your own music is protected under the Fair Use Doctrine, depending on the length of the clip.

<5 seconds I think is guaranteed fair use.
5 - 10 seconds is okay if it's a long song you're borrowing from.
More than 10 seconds is where it starts getting risky.

My memory of copyright law is a little fuzzy, but I hope this helps regardless.
