Hello! I had the same problem on Win10 Home Edition 64-bit, creating the .lmmsrc.xml file fixed the crash when opening the program.
But then it crashes again by going to Edit -> Configuration, same error (Runtime error from Visual C++ library)

libportaudio-2.dll Indicates that you are using lmms < RC5, is it 1.1.3?
My skript is for 1.1.3, and it has worked for some. why it does not for you, idk, except if you did not install as admin?

Could you download this:

Remove your current lmms, and the dot-file, and then re-install the RC.

Yes I installed and opened the latest stable release from lmms.io (1.1.3 64-bit) as an administrator.
So I uninstalled 1.1.3 to install 1.2.0 RC5 and was greated by the settings popup right away, successfully creating the dotfile.
It works! Thanks!

1.1.3 is the only version I tried on my system. Not sure why its exe's version shows 1.0.93, I don't think it matters since the RC5 one shows 0.0.0.0. Maybe the exe never had to be rebuilt between 1.0.93 and 1.1.3 and now the devs don't bother.
