To me it looks like the Kubuntu one is sharpened to the point that the shapes are pixelized. And the Windows one looks smoother. Look closer at the edge of the shapes, like the icon of "Automation track", the slope on the left side of the icon, the Windows one is smoother, and the Kubuntu one looks fragmented, pixelized.

You have a 4k screen right?
There is an issue that makes a second scaling of graphics, after render. That causes the anti-aliasing to be magnified! That comes over as blurring on some 4K screens
We aim to fix that in 1.3.0
