Don't use a Windows, ideally. I suggest a Linux.
Also, this isn't an LMMS problem, this is a computer problem. Why don't you ask your friends for help? They will definitely help you with your issue.
LMMS doesn't give 60% CPU usage, you can install LMMS again. Don't worry; LMMS is a very lightweight app and consumes little to no CPU power most of the time.
Eitherways, we'll try to help.
Give us a screenshot of what is happening in task manager. You can take a screenshot by using Win-PrintScreen or Win-Shift-S, then upload it in a website like google drive, imgur, or pasteboard. Then share the link.
We first need to find what process is causing this high cpu usage, so do as Mono space suggested please.

Changes of something left over from that pirated gta install are 99%.

Its too late now, but you should never download any software from sites you cant trust.
Furthermore, if any software wants you to disable windows defender, you should always stop the install right there.

Only download LMMS from this site:

Harm?
Oh yes it did some harm.
You are most likely part of a bot net now!
That bot net can do everything you can imagine, and a few things you cant.
Your best chance is to make a roll-back. depending on how long ago it is that you made a restore-point, you will loose data!
A roll-back is not even a guarantee that you will be rid of the mal-ware, but its the best i can think of

.....and stay away from dubious sites!
Just do an antivirus scan. Windows Defender should be ok for anything serious enough.
