If you do -Dont!

Have you cheked the cable on an other function. 'Something like a demo-DAW or similar.
The cables for Midi-keyboard are sensitive for any kind of force, and can function badly after

I find myself in a similar predicament, though I'm running Linux on a raspberry pi 4...
I have yet to find a solution, but at least on my system, the delay seems to be on the sound output, rather than the midi input. Whether I use my computer keyboard or my midi keyboard, there's still that delay.
I'm still trying some things in the Audio Interface menu, but It's not like I have a clue what I'm doing.

You may take that last message with a grain of salt, because half the time that seems true, that it's slow to output the sound, not take them in, but the other half the time I look, it's the opposite. So what I said previously may not be true for you.
And this latency problem seems to be a reoccuring thing for raspberry pi's, so I think it's unrelated to your windows issue, sorry.

LMMS was not made for RasberryPi, and using RPi is unsupported.
Linux Windows and to some extend MAC is supported. ARM and Rasberry is experimental and will in a kind of pioneer-mode, only for fun -Not suited for production
