You either mean a pitch bend or a microtonal scale.
There are two different ways to achieve the pitch bending.
The first is by simply going into the
piano roll and clicking on the
pitch bend mode in the tools at the top (or pressing ctrl+T). It looks like a ramp, to the right of the pencil, the eraser and the segmented square.
This changes your cursor icon for a ramp looking thing and it lets you click on the notes you want to pitch bend. by default, the zoom is quite large, so might have to zoom in to get the effect you want.
You don't have to make the note go up like a ramp! you can just grab the beginning of your note and lower it down so it plays half a step down!
On the other hand,
some tools aren't compatible with the piano roll pitch bend, so you'll have to do it by automating the pitch on the instrument.(Documentation on how to that here:

click on the name of your synth or whatever you are trying to bring up (it looks like this):
Make a new automation track on the music track, then drag the pitch knob while holding down the ctrl key on your keyboard to the automation track. double click the automation track and modify to your heart's content. you might have to change the range of the instrument for a larger bend.
If you mean a microtonal scale... well... you might have to get creative with it. i could show you a couple of techniques if you'd like, but i want to know if you mean pitch-bending or not first.´
