sadly you cant do that on beat and bassline editor if thats what your using for hi hats, kicks, etc... you have to use the piano roll. and on the top of the piano roll there is this menu bar thing, there should be a big Q, thats your menu for 1/16 notes 1/32 notes and even some crazy short ones. hope this helps.

Just as pancakes says, you can set the snap to a number of set positions (Q),

but in the case of sound-samples -fi. a highhat, the actual sample will be important. I guess that you like to have a series of fast highhat-hits, but you like them to be discrete -right?
Here you either need to find samples that indeed are shorter that the set Q, if you do not, there will be no discrete-ness of the sound, it will be one 'mess'. But there is a solution. You can find or make an instrument, that sounds just as a highhat, and that instrument can play notes depending on the instrument envelope. If you do not understand, dont hesitate to ask
