Over here ( the Netherlands) pirate stations that did interfere with regular stations were taken of air quite fast.
Decibel ones changed there frequency, to not interfere with regular stations.
Still all regular stations did loose listeners, because the pirate stations played what the listeners wanted to hear.
For Decibel and WAPS, dance music, and rap. I am not sure if the term hip hop was used already.
The sound is very bad, but here is a nice example. Decibel was broadcasting life from a park.
How an illegal radio station can broadcast life from a park ? Well remember this is (was) the Netherlands.
Yes it was illegal but they did not harm anybody, so they were not taking down that much.
They also had commercials. ( sponsors ) Some I can still quote literately.

This pirate station is alive again, but in a legal form this time around.
They play music form the good old days, when they were a pirate station, and today's music.
