1. can i edit velocities for multiple notes at once?
2. how do i edit the volume of a single note in a chord? the volume point moves together and i can't isolate just the top note

You can edit the volume of a single note.
Take a look at this specific section of the lmms wiki.

In short: select only the note you want to adjust and then adjust the volume.

if you select the note you want to manipulate (highlight it), then the velocity 'bar' for that note will also be highlighted That will then only move when you mouse-drag
-Or you could alter velocity for the firsts note of the chord as you put it in (if you do that note by note)
or you could put a 'master' in -edit that to the wanted velocity, and then drag-copy it to all other chords
