Sending sound from Sample Tracks to FX channels

Why we (still) havent it? Was it by design or ideology?
I found it partly fiddly what editing levels in mix, you should scroll FX volumes and sample tracks separately. And you can't join sample track with other instruments under one FX channel.
It would be nice to improve FX channel sending idea by creating an "effect" which will transmit sound to defined FX channel. Is it implementable?

we 'are still having it' because sample-track are in a complete renewing. Sample-track has been a weak part for long, but it is serious difficult to implement, and absolutely perfect samples, will be a thing of the future. For now, do samples of 'longish' type, like full vocals, in audacity or similar proggies
