How to make this particular dubsteppy sound?

There are some sounds in there that are dubsteppy, and sound a bit like voices. I know that it will require decimation and filter modulation, but other than that I am lost. They usually only appear in the main parts.

If you can't figure out exactly what sound(s) I'm talking about, I'll give you the time point later. I cannot now, as Soundcloud is blocked at my current location. Thank you!

Okay. As soon as soundcloud starts working again, feel free to give us the time points
that the sound, is located in. :D

It happens within 0:54, 0:55, 0:56, 0:58, 1:02, 1:03, 1:09, etc. It usually plays twice in a row quickly, the second one slightly longer than the first.

Oh wow, just throw a decimator onto that and you get awesome dubstep sounds! Thank you!
