That is done in the Low Frequency Oscillator LFO, you find it either on the ENV/LFO-tab of almost all instruments,

or you set one up in Rack

Most VST has LFOs on their GUI
This can also be done with sidechaining. I put some links below to tutorials explaining how to do this:

I recommend using the advanced sidechaining technique. It may seem overly complicated for a simple usage, but it adds an entirely new level of customization that isn't possible with the simpler technique.
