Please move the "Scrolling option" in the Song Editor and Piano Roll, to the top, (just below the tool bar). I saw this layout in FL Studio 12. It will be very useful because, many a times, the Song Editor becomes too lengthy and we have to first scroll downwards and then scroll sideways. The Scrolling option on top will make life much easier for all of us.
Please do consider this suggestion.

I do understand you, but did you know that if you hold SH and scroll you mouse wheel, you will scroll horizontally in current window, and if you hold CTRL, you will scroll vertically.
The scroll-bars are really not necessary, and is a kind of 'std' thing. For that reason it will be very difficult to move it. So im afraid it wont happen, but now you know, that you do not need them at all :P

The horizontal scroll bar is always visible at the bottom, so there is no need to scroll downwards.
