It's not about shipping with a default plugin (we will never do that as even free VST plugins are unfree software because they have to be compiled against the proprietary VST SDK). It's about the possibility for users to set a default plugin on their own.

There is at the moment no way to set a default VST because there is no use for it- you can literally drag in specific VSTs right from the sidebar if you want, or create a template like musikbear said. We need default soundfonts for importing MIDI files with correct instruments, but the same does not hold true for VSTs.
