How to open/unpack bz2 file?

I recently downloaded an LMMS theme from the sharing platform, but, how do I open it?
P.s I'm using A Windows 10 Laptop

That is unrelated to LMMS.
But bzip is professional UNIX compressing, and is really only used for HUGE files like databases or entire UNIX systems!
I doubt you can run Bzip on windows.
