Here we need you to Find a video or soundclip online, -Link to it!
You need to add exact timestamps, for where the wanted sound starts, and less important -ends

As wave it is mostly square, but a bit of either diode or triangle-wave, but it is also quite distorted. (here you could use wave-shaper) some times it called a electronic-kazoo, because it sounds a lot like the old-time analogue 'kazoo' nose-flute. -but it also have 'sliding notes'. That is called portamento or Legato
You should be able to make a good version in zynaddsubfx
