Only if they have a license that states that they are free. If not contact the opp, and ask

Search for free-samples or samples with MIT-licence
Remember that you can use all samples in hydrogen

Cymatics have good free sample packs, I think Ghosthack also has some, I used to download them thinking I would make a killer dubstep song.
