You can also sweep (click+drag) the volume notes in the piano-roll, but like Gps said the automation editor is a better option.

Is there a way to set varying volume for one note? Say, start volume=20%, end volume=50%? AFAIU, automation track doesn't let configure the volume pattern for individual notes when notes overlap.

The shaping of a note volume that changes over time is generally done with the volume envelope of that particular instrument. Attack, decay, sustain, and release are the most common parameters for this job. An automation track can be used to alter the values of these parameters over time.
