All I know are 8-bit plug-ins from Plogue like Chipspeech. I don't know if it works for LMMS tho. Or, you can use some Google Translate, then use Audacity to record whatever it is saying:
Use WASAPI as driver and then on recording device select using Loopback to monitor the sound card instead of your microphone.
