I always recommend Synth1
Many says that Vital, witch is new, perhaps is the best VST
Havent tried it
I would also mention Zebralette, Oatmeal, and for the extreme pad-sounds Alionoctis

Dexed is my favourite VST. It is open source, cross platform, CART supporting free to use and modify the source code kind of VST.

You can find the basics on the official website at https://asb2m10.github.io/dexed/. Also the GIT repository holds all of the old and upcoming versions at https://github.com/asb2m10/dexed.

The thing with Dexed is that while it is an amazing free synth VST its real claim to fame is that it manages the CART system for the DX7. This means you can add thousands of voices to Dexed without having to mess with settings.

The only downside to this VST is that it can be a pain to get to compile on Linux and MAC.

Besides synth1 I love the minimoque vst.

This has some pro-level sounds but it only works on Windows / MAC. I did get it to work on LInux with Wine, though.
