That expression means
"Starting from 1.3 you will find Buffer size settings under Audio-Settings"
Atm 1.2.2 are our newest off. release, and 1.3 is not out yet, but the author wanted to make the eBook pre-updated :p
So in the future Buffer size settings will be under the tab Audio-Settings

It refers to the next LMMS version, 1.3, which is the "Nightly" version right now.
