Which version are you trying to download? I can try from my end and see.
Best bet temporarily, try running it from an incognito tab or different browser?
Still, it appears all downloads are working (for me atm).

You do not need to be online at all, as you install lmms, so that sounds like you are getting LMMS from a different site than ours:
https://lmms.io/download
Go there and choose the version for your OS.
Download and install as Administrator.
