Why are legacy "youtube.com/user/*" links still used? Channels registered today don't have them anymore afaik

What do you mean? Users are linked to as https://www.youtube.com/user/jayforeman51 and replacing /user/ with /c/ breaks the link.

Please stop using legacy URLs for YouTube channel links
