should I keep samples and drum sounds in a folder that is easy to access?

In order words, does LMMS slow down if it has to go into a folder that is in a subfolder?

No. It is recommended to use a subfolder structure in Samples
\\Documents\\lmms\\samples\\ is also the correct folder for all your VST-instruments
