I mean pre installed library in Lmms how can I use this all of things in available in library sample , present etc just as it's use or not .
Can I use this sound sample as it's ues in my project and uploaded on YouTube without copyright issues

Yes
USE
Use as in a
derived project. You can NOT publish any sample soloed, because that would be a re-distribution trick.

So I can just create sound with Lmms oscillator and added sound sample without change that sound in pre-installed in Lmms and upload in YouTube then what happened copyright issues or not
Or
Just I changed pre-installed sound sample just little bit with there speed change or there some pan change etc .what happened copyright issues or not

If you use a sample in own
DERIVATIVE work, there are no copyright issues

Yep. Agree with everybody. Its not totally free. But many free stuff
