Compile Language Files From Linux to Windows?

Hello I would like to know is there a way to modify the text from the linux version to windows version. For example if I wanted to decompile the linux source file or windows source file and change a few text from the installer can i do this and then compile the file back together.. Because I'm having trouble doing this.... Please help . Thanks
