Yes, MIDI import on LMMS is broken. Try the nightly version https://lmms.io/download#windows it's MIDI import is slightly better. But still broken.

As you already been told, midi-import is an issue in LMMS. Some midi-files imports fine, other do not, a reason is, that midi-files can have variable structure, depending on where it originate, and what program it was created with. You can try and import the file in a midi-editor and re-export
Anvil-studio is good and it is free.
